anyone have an archiver?

We need an archiver for Unix v7 which allows periodic
migration of old files to tape and retrieval of those files
by user request. We don't want users mounting tapes,
but do want queues of retrieve requests managed by an
operator program. Also, the user could force migration of
any given file he owns.

Does anyone have anything like this?
