large uids

Many programs distributed with 4.n and 2.n do not like large uids.
Programs like quot sometimes discard information (without telling
anyone) or, if the uid is large enough to be negative as a short
int or some such signed quantity, core dump.  It is very trivial
to fix these programs (I prefer to hash rather than use large arrays,
because the virtual memory for our 11/70 hasn't arrived yet).
I point this out is for people who are considering partitioning users
by uid, and have 0-999 mean something different from 1000-1999, etc.
Watch out...
