netstat -h lists the host: why?

Suppose I'm logged onto ucb-arpa, running 4.2, and I type "netstat
-h".  With one exception, every time I've tried this, I see an entry
for "ucb-arpa" in the table.  This would imply that arpa is sending
packets to itself via the IMP.  This seems like a silly thing for arpa
to do.  Ucb-vax does the same thing.  Does anyone know what's going on
here?
