O_NDELAY + cc[5] under S III

I need advice on getting no-wait reading from tty ports to work under
System III (Xenix and PC/IX).  With O_NDELAY, read ALWAYS returns 0
bytes even with good values in cc[4] and cc[5].  Tried several S III's.
