X/Open portability Guide 2 (XPG2) includes NLS as an extension part of
the application environment. XPG3, to be published by now,
specifies NLS as a base part. So NLS should be in all X/Open XPG2
compliant systems, and it MUST be in XPG3 compliant systems.
