Use your imagination!

For example:  Announce to your users that there has been a problem
with people leaving terminals unattended, and that you have set up
a command "reward" that can be invoked ON THE OFFENDING TERMINAL by
anyone who finds an unattended terminal logged in.  The command
would ask for the name of the snitch (and would automatically find
the name of the offending user) and would mail the information to
a system administrator.  A small reward would be quietly given to
the snitch and administrative action (perhaps a fine) would be
taken against the offender.

Then the TMOUT (or TIMEOUT) feature has already been mentioned; it
provides a much better controlled way to terminate forgotten
terminal connections, and has the important feature that IT CAN BE
DISABLED by the user who knows that it would cause him problems.
