Mounting floppies

Since you have to diddle with the system anyway, why not just ignore setuid
bits and device special files on floppies not mounted by root? This is the
logical solution to the problem... just get namei() and stat() in a conspiracy
along with whatever other system calls are needed to make it work (open, exec,
mount, etc...).
