System V modem control question

I was recently given responsibility for a binary System Vr3 system on a Vax
11/750 which we promptly installed on our port selector.  This port selector
is setup to disconnect connections connections which have been idle more
than an hour.  The problem I'm having is that the system doesn't send a
hangup signal to the running process when a line is disconnected.

The clocal bit is not set so I think the system should support full modem
control and send hangup when the port selector drops dtr.  Instead, the
line stays ready and thus goes out of service.  If it matters the system
is distributed by Uniq systems.

These are the relevant getty invocation from inittab and gettydefs entries.

getty -t 120 tty01 A9600 vt100

I haven't used System V in ages, I would appreciate any suggestions.
