Which release are you running?  (Beginning with 2.3, Xenix uses the newer
"HDB" UUCP, with a new polling mechanism.)  You can tell whether you have
HDB by looking for the file /usr/lib/uucp/Systems instead of 
/usr/lib/uucp/L.sys.
