Modem won't reset

A friend at a college here in Toronto is running into a problem with
their modem. They have SCO Xenix 2.2.3 on a 286 and a Hayes compatible
2400 baud modem. They have it connected to tty1A (or COM1, in DOS terms)
The problem is that (after a reboot) the first caller gets in just fine,
but no callers can get in after. I had him look at the processes attached
to tty1A, and instead of running getty it was running 'login logio'. I
then had try to kill the procoess (kill -9 ..) but the login just restarted.
Then I had him try "% disable tty1A and %kill -9 .." but it only getsrid
of the login sometimes. When it did work, I had him talk to the modem
directly with %cu -ltty1A dir, then had hime dial a nuimber and
hang up. This seemed to work. I guess the program (dialHA24.c) resets
the modem somehow. Unfortunately, this is not a good way to deal
with it. ANy ideas on how to fix it? I am at a loss. My best guess
is that the settings of the line are wrong. What should they be? (ie what
should %stty </dev/tty1A return?
