Restricted cshell?

Any suggestions on how to have a restricted csh like the ATT rsh? This
would be a special shell that does not allow a user to leave their
home directory, yet still send mail, use notes/news, etc. It would be
nice if to accomplish this I (as system administrator) do not need to duplicate
most of /bin /usr and /etc in a restricted file system.
