Adding popen(), pclose() to lint library

   Updates to the lint library (addition of popen() and pclose()) were
recently posted to net.bugs.v7 (utzoo.2304), then to net.bugs.4bsd
(ogcvax.139).  These additions should be made to the lint source
(/usr/src/cmd/lint/llib-lc for 4.1bsd) and then copied to the library
files (/usr/lib/lint/llib-lc), not just added to the library files.
