We fixed that one (on V7) long ago.  I vaguely remember something about a
command in /etc/rc generating a shell that attempted to read from a null
filename and ended up trying to interpret a directory.  Nasty business, that.

There's another ambiguity in the same code.  The stock code, as I recall,
accepted multiple slashes between directory names and a trailing slash
after the filename.  This doesn't fit the description of a well-formed
pathname, either.  We zapped this misfeature at the same time.
