Bug in 4.2 BSD mille

In the following situation, the game didn't notice that the was nothing
that I could do (i.e. it didn't detect end of game).

I had: Right of Way 800 points on milestones

Computer had: Extra Tank, Puncture Proof, Driving Ace

My cards: Flat Tire, Accident, Spare Tire, Repairs, Repairs, End of Limit.

There were no more cards to pick.

I tried using each of the cards, but that didn't even let it know there was
nothing I could do.   Hmmmm. I didn't try discarding anything/everything.
Maybe it would have noticed then.

I don't have access to the game sources, so I can't fix the bug.  If I do
get them, I will post the fix.
