Computer bugs in the year 2000

For those of you fixing things in your software:

> The year 2000 *is* a leap year, despite what many algorithms tell you.
Agreed (by everybody, I think).
> The year 2400 is *not* a leap year.
How do you figure?  Shouldn't that say 2100?
Leap if divisible by 4
Unless divisible by 100
Unless divisble by 400
