ptrace man page lies on many systems

i used to use ptrace.  (it's a disease from which i have recovered.) it
says here (in my 4.1 and 4.2 manuals) that on a vax, word also means a
32-bit integer, but the "even" restriction does not apply.

ptrace is obsolete for systems with /proc.
