Question about windows and processor time (3b1)

However, the one you put into THE STORE does not seem to be available
to users who don't happen to be AT&T employees.

And some of us are not yet running 3.51.

So:  Is there any chance that those of us who are neither AT&T employees
nor are running 3.51, can obtain the fast window switching capability?
(BTW, CAPCTL3.5 does NOT provide that functionality -- why it was taken 
out after CAPCTL3.0 I don't know).
