MDQS for VMS4.1

I am interested in MDQS for a VAX 11/785 running VMS 4.1 and 
Wollongong IP/TCP 2.1.  We have plans to get Eunice in the 
future but our purchasing procedure takes quite a long time.

I know nothing about MDQS so forgive the question if it doesnt
make sense.

Is it possible to GET and RUN an executable MDQS from another
similar site given the above configuration?
