Reading tapes of unknown structure on a 3B5/15

Does anyone know of a program, similar to the program "precis" for IBM
mainframes, for the 3B series??  This program reads any tape, with any
file structure, and prints out the first 80 bytes of the first ten
records of every file on the tape.  It also prints out the number of
blocks in each file, the minimum and maximum bytes per block in each
file, and the number of files on the tape.   WE're desperately in need
of something that will allow us to determine what's on the tape before
we try to read it.  We get data from the U.S. government and from the
French, and will soon be getting data from the Japanese and perhaps
the Russians.  They've got varying ideas as to what an IBM standard
label is, and sometimes the labels change from tape to tape.  Please
help
