HDB xferstats

i got a 3b1 (unixpc) on one side and a 3b2/400 on the other.

the 3b1 is running R 3.0 (i think) and the 3b2 is running 3.2.1

both are running HDB.

however, when a file is transfered via a telebit, 
the 3b1 reports a throughput of 650 cps while the 3b2 says 1300.

who's right?
