Problem no more.

The problem wasn't with nntp, but with using WIN/TCP properly.  
Recompiling without ALONE and using tcplisten seems to have cleared up the 
problems.

Thanks to Steven Goodman at Marquette and Andy Poling at Hopkins for pointing
me to tcplisten.

New system, new way to do things.
