TCsh version 5.20.02 for the Iris

While perusing FTP nodes this weekend (while not basking in the uncommon
sunshine we are having! :), I found a newer version of TCsh.  There are
both diffs and binaries available, including the binaries for IRIX 3.3.x.

The newest version is 5.20.02, and can be gotten from
'tesla.ee.cornell.edu' (128.84.253.11) in the tcsh/bins-5.20.02
directory.

Monday morning I'll get a chance to give the new version a workout-
*hopefully* it will fix the mysterious tty settings problems we have been
having...
