Terminal lock utility?

I am looking for a utility that will do the following:

     1. It will write a warning message to a terminal that has been
        inactive for > INACTIVE amount of time.

     2. It will then lock the terminal if the user does not use it.

     3. If the user is on a PC or other ascii terminal logging into
        my IRIS, it should use some type utility to lock the ascii
        terminal.

     4. If the user is on the Graphics Console it should use some type
        of graphics screen locking procedure.

     5. After the screen has been locked for a preset amount of time,
        the user should be logged off, (both on ascii terminals & the
        graphics console).
