SS1 /dev/sd6???

I have four new SS1's with two SCSI disks and a floppy.  Out of the box,
they had the *sd0* and *sd6* in /dev.  I had to "MAKEDEV sd1" before they
could find the second disk.

1)  Why didn't Sun "MAKEDEV sd1"?  Just an oversight?
2)  What is sd6?
