RCS source availability

Version 4 of RCS is now available from arthur.cs.purdue.edu in
pub/RCS/rcs.tar and pub/RCS/rcs.tar.Z.  The latest version is distributed
under the same licensing policy as FSF software.  It is known to work on
Suns (mc68000 and sparc) under the 3.x and 4.x releases of Sun OS as well
as on VAXen and other 4.2/4.3 based systems.  This version is in
substantially better shape than the version currently distributed with
4.{2,3} BSD derived systems.
