Question on low-level formatting of SCSI

I need to do a low-level format of SCSI. That is, I want to clean out a
disk, including all blocks, e.g. those that SunOS might think are "bad".
Question is, does the SCSI format command do this? Are there parameters
that can be set in the command block to do this (the format(1) command
currently sets a "1" in the block).
