Bitmap to Tektronics driver

I am looking for drivers to convert a bitmap screen to Tektronics 40xx
sceen code.  I do C programming but am not very good.  Is there any
readily available PD package that will help me?  If not, may be someone
can tell me what PD softwares to look into where I can "steal" some code?

By the way, is there any PD package(s) that will do Tektronics 40xx
terminal emulation on the Sun under 3.5, 4.0.3 and 4.1?  Just need the
basic features, no fancies needed.
