X11R4 shelltool

I recently installed X11 R4 on a Sun 4/260 under 4.0.3.  I have tapes 1,
2, and 3 but not tape 4.  I installed a few of the contributed software
packages.  One of these packages that I installed was xview.  Was I
supposed to get the source to shelltool for X11 R4?  I didn't and it seems
like I should have.  Has anyone else installed this?  Is it somewhere in
the user contributed software that I didn't install?
