Group changes for useful commands

I needed to change the group membership of some SGID files in
order to get them to work. If you don't mind possibly introducing
holes in the security change the group of the following files
	to sys:

	/usr/bin/netstat
	/usr/bin/ipcs
	/usr/sbin/arp
	/usr/sbin/fusage
	/usr/sbin/swap

arp and swap you may want to leave along, write access to
/dev/kmem might be a hole for the crafy at heart.
