Hmmm. You might take this for a joke, but have you checked into TECO?
There is a TECO written in C for unix.
TECO is really weird before you know it, but it can be screen
oriented, or character oriented. You can write programs in it,
and edit any kind of files.
The original EMACS was written in TECO.
