A copy of any of the POSIX draft standards (or other draft standards)
is available from the Computer Society's publications office:

To be on the POSIX mailing lists aren't cheap.  That's because they,
like most standards committees, generate an awful lot of proposals,
drafts, counter proposals, letters, etc. etc.  The way POSIX does
this is for subscribers to send a check for some dollar amount and,
each time they send a mailing, deduct the cost of the mailing
from your account.  When your account gets low, they send you mail
saying to send more money.

The cost of the mailing is directly proportional to the number of pages.
I think they recently changed the price, so I won't quote a number,
but it's something like 9 cents/page inclusive of printing, postage (US)
and packaging.
