fcntl() replacement?

I have a BSD4.1-derived system (Fortune 32:16 running ForPro2.1) that has,
not too surprisingly, no fcntl. 

Has anyone ever written a fcntl that uses system calls? If so, please mail
me a copy or tell me where to get it.
