4.3BSD syslogd -m10

Any ideas why syslogd omits the weekday (Mon, Tue, etc)
from its time marks?  It uses ctime to generate the
time mark, but then skips the first four characters.
Putting the weekday in seems simple enough (don't skip
it), but would that break something?
