xclock under Compaq 386/20/ISC System V.3.2.0

When I run xclock using X-windows 11.3 using a Compaq 386/20 running
Interactive Systems 386/ix V.3.2.0, the time is an hour behind the
current system time.  It is as if the NVRAM time which is set exactly
to the current CDT time is ignored and the CST time is being used.
Does anyone have a suggestion?  The xclock documentation speaks about
an offset but does not show the parameters to control it.
