network host update script at boot

Our local area net administrator is attempting to get an automatic LAN
host file update program to run at boot time; however, to write over the
appropriate file, root access is required.  Init cannot be used because
there is no ownership at init time for ftp/.netrc to use.  Is there any
other way to perform this operation, other than a cron job that would
run periodically?  Any input would be appreciated.
