Setting up secondary ST506 controller with ISC 2.2

I have a 386 box running ISC 2.2 and wish to add a secondary controller.
The current configuration consists of a primary IDE controller with a single
drive (120MB). I wish to add a secondary RLL controller with a single drive
(65 MB). 

THe IDE controller is built in to the mother-board. The RLL is a
Western-Digital of recent make. The motherboard is a NEAT C&T 386SX with the
Pheonix BIOS.

I tried setting the RLL controller's I/O port to secondary but the Add-Disk
script says it cannot find the controller. I also tried disableing the 
controller's on board BIOS with no luck. The RLL controller/drive combo has
been tested to work as the primary controller/drive.

Any help on this would be greatly appreicated.
