op.me and intro.me

System: VAX 11/780 going to 4.3 BSD UNIX

We have the 1600 BPI (3 tape) distribution of 4.3 BSD UNIX.  We found that
the following files from the second tarfile of the second tape (the stuff
for /usr source) have zero length:

src/usr.lib/sendmail/doc/op.me
src/usr.lib/sendmail/doc/intro.me

A READ_ME file in another subdirectory of the sendmail source refers to
the op.me file, and instructions for running nroff on it are given.
Thus, I believe the file op.me should not be zero-length.

Can anyone justify the zero-lengths (I don't want opinions, just facts if you
know them for sure), or did Berkeley just mess up?
