System V -- BATCH command

The MAN page for BATCH(1) and AT(1) lists information about both commands
together. The man page indicates that invoking the BATCH command will
wait to start a job "until system load permits".

Exactly what does this mean?

The BATCH(1) command is implemented via a shell script calling AT(1) with a
special option. So it looks like things are run via CRON anyway.

If the statement means that a specified value of the system load figures
are checked, what are the defaults? can you change the defaults easily?

Thanks...
