VGA/graphics programs wanted

Now that I (finially) have my VGA monitor running, I'd like to be able
to do some simple graphics for the BBS. Is there any PD C programs ,
not dependent on GNU, GCC, PERL, and the like that will create a ASCII
graphics file that can be printed by cat or more. The ability to do
bit-dot graphics would be OK, but I can concentrate on that later.
