Bad baud

I have a 2400 baud modem on tty1A.  The /etc/gettydefs file is
set up to answer at 1200 baud then switch to 2400.  1200 baud
calls get connected ok.  When a 2400 baud call comes in the modem
switches from 1200 to 2400 but the serial port appears to stay
at 1200 baud.  What is or isn't happening???  Any advice would
be appreciated. This is a 286 system running SCO 286 XENIX.
