Development Sys for Xenix

Hello, all.  I need a development system to run under Xenix.  What is your
experience?  Should I just purchase the "standard" Xenix development system
~$500?  Is there a cheaper equivalent?  Other alternatives?  I'm running
Xenix 2.3.2.
