idle curiosity; mouse and flowcontrol

I'm curious why, when I use usemouse, xon/xoff flowcontrol seems
to be enabled at the console.  My inability to find a ready answer
to this question in the manuals is really the thing that bothers
me.  The phenomenon itself is quite trivial.
