VMS-like shell for Unix?

The University of Oxford is investigating possibilities for replacement
of some of its central computing service equipment.  If a Unix system is
considered as one option, it would be useful if a VMS-like shell could
be provided for those users who prefer it.
 
Can anyone offer information on the availability of a VMS emulation
shell?  In particular, we would be interested to hear comments based on
experiences with using such a shell on a large system (100+ users, with
a substantial percentage assumed to be using the VMS shell).
