RCS fixes for S3/S5 and for machines that aren't "just like a VAX"

A large list of context "diff"s for the version of RCS distributed with
4.3BSD have been posted to "net.bugs.4bsd".  They fix it so that it can be
built for S3 and S5 systems (regardless of whether those systems support
"sendmail" or not), and will work on systems that don't permit you to
dereference null pointers or where "int"s, "long"s, and pointers of various
types aren't the same size.  It mostly passes "lint", but there are a few
cases where "lint" may be complaining about real problems; those have been
left alone.

Note that if you want to bring this up on a system not running 4.3BSD (or,
at least, not running the 4.3BSD versions of "diff" and "diff3") you'll have
to bring those up as well.  You should also bring up the version of "patch"
distributed with 4.3BSD; the context "diff"s amount to about 190KB, so you
may not want to apply them manually....
