strange communication behavior

I have a strange comm problem on my UPC (3.51 + HDB).  When I try to
contact any other site with either cu or uucico, I get the "lost line
errno 14" message.  But the Telephone Manager has no problems
whatsoever!! 

This has me baffled.  Can anyone help?  Thanks.
