set 7300 modem to auto-answer

I thought that when I upgraded to 3.5 from 3.0, I would get phtoggle.  I can't
find it anywhere, however.  Is phtoggle part of the 3.5 --> 3.51 upgrade kit?
I'd sure like to be able to switch this machine in and out of auto-answer with
the crontab.

I know it's been posted in the past, but now that I've got 3.5, would someone
mail me the list of changes between it and 3.51?  Also, how does one upgrade
to 3.51 from 3.5, and how much does it cost?
