Redirection to IP address

I would like some information about sending data to a given ethernet
address (eg. a filter redirecting output to another terminal). I have a
simple routine to do this, but if I send one file while another is still
being transferred the second is ignored. How does a process find out if
another is already transmitting to the terminal?
