running 'talk' locally

We have configured BNET with TCP/IP (only) on a stand-alone A/UX system with
NO ethernet cards.  We can ping and telnet to ourselves (via 'loop'), but
when trying to run 'talk' we get "cannot connect to control socket (69)".
Does anyone know what this means, and how to get around it.
