Yes, recent versions of troff produce universal-format text output
intended to be post-processed by device-specific interpreters,
instead of C/A/T binary codes like the old original troff.
Unfortunately device-independent troff is not a standard part of
the Berkeley distribution, and since it's a separately-licensed
add-on AT&T product, many vendors don't package it with their
systems.  You should contact your vendor or some Documentor's
WorkBench supplier such as Elan or SoftQuad.  (DWB also contains
the Memorandum Macros, tbl, eqn, pic, and more recently grap.)
