  eqn matrix does work as advertised.
Here's an example which runs on our Sequent mainframe:

K~~=~~left [{
matrix {
ccol { 2 above 0 above 1 }
ccol { 0 above 0 above 0 }
ccol { 1 above 0 above 0 }
}
}~ right ]
.EN

Also, to get a differentiation dot in eqn, simply
write "x dot" or "x dotdot", etc.
